The challenge

Recent changes in legislation have lead to greater requirements of services for safeguarding vulnerable adults. Whilst there are already formal measures and indicators in place, there are no measures that have been defined by the service users themselves.

We were asked by clients to identify a measurement framework that reflected the needs of the people who use the services, which could be fed into the Department of Health’s work.

Our approach:

We carried out an evidence review and consultation with service ‘experts’, including users and staff. We shared the results at a participatory workshop with 30 people representing charities and voluntary agencies, including many service users and those classified as vulnerable. The audience identified the priorities for measurement.

The Results:

We produced a measurement framework from a user perspective which was fed into the national debate to influence the measurement process.
